There were a total of 3,889 cases pending full implementation by member states at the end of 2025, compared to 3,916 at the end of 2024.
Of those 3,889 cases, 1,162 (29.9%) were leading cases and 2,727 (70.1%) were repetitive.
Closed cases
A total of 949 cases were closed in 2025, following the adoption of measures to implement the Court’s judgments, compared to 894 cases in 2024; of the 949 cases closed in 2025, 194 (20.4%) were leading cases and 755 (79.6%) were repetitive cases.
The member states with the highest total number of closed cases in 2025 were: Romania = 146 Hungary = 98 Ukraine = 97 Italy = 67 Türkiye = 64.
The member states with the highest number of leading cases closed in 2025 were: Romania = 31 France = 13 Ukraine = 11 Lithuania, Serbia = 10 Republic of Moldova = 9.
The member states with the highest number of repetitive cases closed in 2025 were: Romania = 115 Hungary = 92 Ukraine = 86 Italy = 62 Türkiye = 57.
Just satisfaction
The member states concerning which the most “just satisfaction” was awarded by the Court in 2025 were: Romania (€69,110,059) Italy (€6,808,220) Azerbaijan (€3,893,486) Türkiye (€3,569,965) Ukraine (€3,355,045).
The member states with the highest total number of pending cases at the end of 2025 were: Ukraine = 904 Türkiye = 445 Azerbaijan = 397 Italy = 318 Romania = 287.
60.5% of the total pending cases for all 46 member states at the end of 2025 concerned those five countries.
The member states with the highest number of leading cases pending at the end of 2025 were: Türkiye = 143 Ukraine = 114 Bulgaria = 93 Romania = 84 Italy = 79.
Poland (57), the Republic of Moldova (55), Azerbaijan (53), Hungary (49), Greece (36), the Slovak Republic (34) and Croatia (33) also had more than 30 leading cases pending at the end of 2025 [Section D.3.]
The member states with the highest number of repetitive cases pending at the end of 2025 were: Ukraine = 790 Azerbaijan = 344 Türkiye = 302 Italy = 239 Romania = 203.
