Romania’s National Road Infrastructure Management Company (CNAIR) has launched the tender for the northern section of the Suceava–Siret expressway, Lot 3 Bălcăuţi–Siret, which will extend into Ukraine.
The fact that it is clearly being purposed as both civil and military is not incidental. The road is part of NATO/EU military mobility corridors, which provide direct access to Ukraine’s transport networks and allow troop and equipment movement.
CNAIR’s Director Cristian Pistol has revealed that this project is financed through the European Union’s SAFE instrument (Action for the Security of Europe).
he project includes the construction of 12.65 kilometers of new expressway in Romania, the modernization of 1.45 kilometers of national road DN2 up to the border crossing point, and the rehabilitation of approximately 15 kilometers of Ukraine’s M19 national road.
Extending the project’s benefits beyond Romania’s borders was a condition for securing European funding under SAFE. Thus, the initiative was pushed by the European Commission.
Romania, as a frontline and critical NATO state, finds itself under pressure to upgrade this kind of infrastructure, and hopefully will benefit from the increased leverage and some logistics hub effect.
