A joint investigation involving Romania, the Czech Republic, Poland and Lithuania was launched following the referral to court of a Colombian national in Romania suspected of performing diversionary acts.
The suspect is linked to malicious activities targeting national security, with the case highlighting the importance of coordinated, cross-border efforts by intelligence and law enforcement agencies to combat such threats.
Investigators determined that the foreigner based in Russia also recruited other people to act across several states.
Another Colombian was convicted in Prague for setting fire to several buses in a garage in the Czech capital, and Lithuanian authorities indicted six defendants. They are accused of setting up an organized terrorist group, financing terrorist activities and two attempted terrorist attacks committed in September 2024.
Anti-terror prosecutors’ office DIICOT on Tuesday sent new data in the investigation that targeted the 34-year-old Colombian who collected information and took photos to destroy important targets in Romania.
“During the investigations… it emerged that the defendant (definitively convicted on 22.09.2025) acted at the instigation of a suspect, a foreign citizen residing in the Russian Federation, who also recruited other persons who acted or were going to act on the territories of other states,” DIICOT said
According to prosecutors, a joint investigation team was set up in March 2025 together with the Czech Republic, Poland and Lithuania.
“Following international cooperation and on the basis of the evidence, in June 2025 the Prague Municipal Court sentenced a defendant a Colombian citizen to eight years on prison. On June 6, 2024 he set fire to several buses in a garage in the Czech capital. In January 2026, the Lithuanian judicial authorities ordered the prosecution of 6 defendants accused of forming an organized terrorist group, financing of terrorist activities and two terrorist attack attempts committed in September 2024.”
According to the quoted institution, “the activity of the joint investigation team highlighted that all these acts were committed by defendants who were connected to the same organizers, used the same methods and acted for a common goal.”
On December 4, 2024, DIICOT announced the indictment of a 34-year-old Colombian accused of gathering information from Romania and taking photographs with the aim of destroying important sites on Romanian territory by explosion or arson, endangering national security.
He made a reconnaissance of the area of Ilfov where there is a recyclable waste landfill, two oil extraction wells and a natural gas regulation/metering station.
Police officers said the man knew what sites he was targeting in Romania, and his military training and the searches made by him on the internet – from substances and ingredients to the way of manufacturing explosive/incendiary devices – confirmed the tasks received from the liaison person.
In January 2015, the SRI said that the man was affiliated with an extensive network of saboteurs targeting European countries, controlled through intermediaries by the Russian secret services.
