European Union leaders are holding an emergency summit in Paris Monday to which Romania is not invited to discuss US President Donald Trump’s plans to end the Russia-Ukraine war amid fears the bloc will be excluded from the negotiations.

British Prime Minister Keir Starmer said the UK is ready to send troops to Ukraine to enforce any peace deal.

EU leaders are still reeling from not being invited by the US to talks with Russia over the future of Ukraine. U.S. President Donald Trump said on Sunday he could be meeting Russian President Vladimir Putin “very soon”. Officials from both countries are preparing to meet in Saudi Arabia over ending the war.

Leaders in Europe  are  under pressure to put political differences and economic concerns aside, and come up with a united front on security spending and on Ukraine’s future and somehow force themselves a spot at the negotiating table.

Spanish Foreign Minister Jose Manuel Albares on Monday said peace talks on Ukraine should not end up “rewarding” the Russian aggression, Al Jazeera reported.

“A war of aggression cannot be rewarded, we cannot encourage others to launch wars of aggression,” he told Onda Cero radio station.

The premier said he was convinced President Vladimir Putin would continue to attack Ukraine. “I don’t see peace on the horizon,” he added.

Trump’s overtures to Russia has raised concerns in Ukraine and Europe that the U.S. could be racing to secure a peace plan that concedes some Ukrainian territory, with little input from Kyiv or its European allies.

Neither Ukrainian nor European officials are participating in the talks in Riyadh.
